Description
Currently, Windows Outlook (New), only supports Microsoft 365 work and school accounts (Exchange Online), Outlook.com / Hotmail, Gmail and Other accounts connecting via IMAP.
Support for On-Premises Exchange or other hosted Exchange services has not been added yet.
The current fix, is to install and run Outlook (Classic).

The Process
In order to add Hosted Exchange to Outlook for Windows 11, you will have to install a standalone version of classic Outlook for Windows, here is a link to download OfficeSetup which includes Outlook (Classic).
