When provisioning of Microsoft 365 products began failing on 27/Nov/2020 we found this to be the fix.


Requirements


  1. Microsoft 365 Tenant
  2. Global admin credentials
  3. Microsoft 365 CSP Indirect Reseller Account


The Process

Step 1: Ensure that you have signed up as a CSP Indirect Reseller

You need to be enrolled as a CSP indirect reseller first to sign Microsoft Partner Agreement.
Most CSP partners have access to Microsoft Partner Center already, especially after Microsoft has moved the Partner Membership Center to Partner Center. However, that does not mean that you have already signed up as a CSP indirect reseller.
So if you have not signed up as a CSP indirect CSP indirect reseller yet, you can do so at https://partner.microsoft.com/en-us/pcv/register/joinnow/enrollmentwelcome/valueaddedreseller as the Global Admin of your Azure AD / O365 tenant. 
Step 1: Ensure that you have signed up as a CSP Indirect Reseller
 

Step 2: Ensure that you sign in as a Global Admin of your Partner Center

The Global Admin of the Partner Center (the same person who onboard to Partner Center) can sign the Microsoft Partner Agreement. The Global Admin will be able to see the “Accept and continue” button at https://partner.microsoft.com/pcv/dashboard/overview 
Step 2: Ensure that you sign in as a Global Admin of your Partner Center
 

Step 3: Check the Microsoft Partner Agreement signing status

If the Global Admin still does not see the signing button, another possibility is that the Microsoft Partner Agreement has actually been signed. The Global Admin can go to http://partner.microsoft.com/en-us/pcv/accountsettings/resellerprofile  to check the MPA signing status. If the MPA has been signed, you can ignore the email from Microsoft.
